fuel pump question

Hello,

I am just wondering how the fuel is suppose to exit the fuel pump on a Cadet 2165? Should it be a constant stream of fuel into the carb or an intermittent stream?

I am trying to determine if the fuel pump is bad. (I also cleaned that dime size screen behind the pump already). Changed the fuel filter and made sure the gas cap vent was not plugged. The engine is the Briggs & Stratton V-twin 16 HP.
The 2165 will start up and then stop.
