2186 w/44" Mower Deck PTO belt issues

What would cause new belt to be really hard to install
Either they sold me belt that's to short or something happened on deck/pulleys.
After install and testing, I ran it for a bit to check, I find temperature of belt in the 150-175 range, with temps up to 250-275 on pto, the two idler pulleys-175, temps on deck/double pulley are in the 130 range.

I've replaced my share of belts since owning this mower, bought it new and getting close to 700 hours, never remember belt going on so hard, has to have something to do with high temps, I just don't see problem

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester.
