Plow not pulling in

So here's what I have going on. I have a sleeve mounted Brinly plow that I am pulling with my 122. The issue is the plow will not pull into the ground and "level" off, no matter how i adjust the angle of it, the bottom will not sit flat in the furrow and I am unable to cut deeper than maybe 4" with poor turnover.
This is in soft soil and it is worse in sod. Anyone know what I am doing wrong? This plow has always done this.
