Default Why won't my deck raise?

Mounted and leveled the deck on the 582. Hanger assy is assembled per the manual. Left side of deck is 3 1/4" up from the concrete floor on the front & rear of the blade. Right side front is 3 1/4 & rear is 3 1/2". Need a flat washer I assume on the right rear mount to drop the rear of the deck another 1/4".

The 3 1/4 " measurement is with the deck in the highest position. Is that normal? I know my 1450 raises higher than that, but I've already removed the deck, gettting both plows mounted.

I usually mow at 3 inches.

Also, the double pulley appears to be cocked?
