Charging issues

I'm having issues with my 122
I had my starter-generator and regulator checked at an electrical shop
the SG tested good but the regulator was bad
so I bought a new one and put it back together, but I'm still having the same problem as before.

When I test to see if the system is charging my meter readings are all over the place, jumping from 8 volts to 18 volts and everywhere in between, very erratic and it never settles on any one reading.

When at the electrical shop they hooked my SG up with the new regulator and it worked fine.

So it leads me to believe that I have some other problem?
I tried to polarize the regulator by touching a jumper wire on the GEN. terminal and the BAT. terminal, as soon as I touched the wire on the terminals the SG started to turn the engine over, the key was off.

Does anyone know what my problem is?

I tried my meter on one of my other cadets and it works fine.

P.S. the wiring harness is new, the tractor starts and runs fine other than the described problem.
