Default CUB108 clutch/brake peddal is very low - what is wrong?

Cub Cadet Enthusiasts:
I bought a Cub 108 around 1984 so I have had it for quite a while. I can do work on it like the PTO clutch but I am certainly not the best Cub mechanic. For example, the clutch/brake pedal is very low and does not return to the fully up position when released. I tried to adjust the bolt in the front of the clutch shaft but there was not much movement before it was fully screwed in. Is the low clutch pedal indicating a bad clutch? It seems that the clutch pad is not too thin. The brakes are very touchy when I press the clutch/brake pedal. I think the brake pads are worn out. Is the low clutch/brake pedal an indication that the Cub needs new brake pads?
I would appreciate your advice.
