First start on my 108 project- questions

I was able to get the 108 to start today for the first time since I've owned it. I was told the previous previous owner was starting it with starting fluid all the time. I changed the head gasket, the cylinder and combustion chamber was clean. new plug, points, condenser, oil, gas, carb cleaning and battery. It was difficult to get the engine to fire but when it did it would try to start for a very long time and finally build up and build up RPM to run on its own. Is this a sign of low compression? when it did fire off it ran good but there was alot of smoke coming from the breather and the exhaust, whiteish gray smoke, not blue. I don't believe the governor is working either because the engine went full throttle right away. I have another older k241 i can put on here that I was told ran good. What are your thoughts? Also, it doesn't seam like the engine turns over very fast with the starter? Is that normal?
