K-341 governer / linkage setup

Is there any guide other than the engine manual that goes step by step how to configure the throttle cables/ springs as well as the governor. Had to dissassemble everything and now it's all funky.

I can only use about 1/4 of the throttle position on the tractor. It basically goes from nothing to wide open (and too fast) without using the full range of the throttle.

I also had to shorten the governer spring as it was about worn through. Might this be the cause of the issues?

not sure where to start, and when to attach the throttle cable to to the control bracket. At WOT or idle, ect.
