Default 1811 Front PTO adjustment

Little help with PTO adjustment. Will the pto pulley turn freely when the airgap is set to correct clearance??

Either on the engine or off, once I set the airgap the pulley will not turn freely and I do not know if this is correct. I cannot find installation procedures in any of the manuals I have researched. I can only find adjustment procedures.

The pto did not work when I was given this engine and the airgap was about 1/4 inch, which I feel the previous owner ran into the same issue and adjusted out until the pulley would turn freely.

When I adjust the pto on the engine I cannot turn the engine by hand. Concerned to attempt to start the engine in this condition.

Just for clarity: When you adjust the air gap on an electric PTO you are also adjusting the brake. So to answer your question, no, when it is adjusted correctly it should be hard or impossible to turn by hand with the engine and PTO off. It should not turn when it is off and the engine is on, and the brake should not drag when the PTO is running (engine on).

maybe I should simplify my question. when the pto is "removed from the engine"
or "installed on the engine" AND I set the airgap the pto pulley will not turn freely and barely with force. Also the engine is not installed "in the tractor". All I want to know is "is this correct (normal)"?

For Mac, as stated, I have all those diagrams but they do not answer my question.

When the PTO is on or off the engine, when set properly, it should NOT turn freely.

You may want to check that bearing also while you have it apart.
