Default 1811 PTO adjustment

Hello everyone,
I'm putting back on my PTO after changing the crack seal, and have some questions about adjustment. Before removing it, with engine off, I could turn the belt and pulley. Is that normal or was it out of adjustment? As I tighten the three nuts that are over the springs, I notice it gets so I can't turn it. Can someone offer some insight into how to adjust this or how it works? Is there some sort of brake supposed to be built into it?

The part you are tightening is the brake. It also "adjusts" the air gap in the clutch. I think the book spec is .020". There are little holes in the side of the brake plate that let you access the clutch to measure the air gap. The chassis manual states all this and how to adjust the brake.

After setting each segment you have to go around the whole thing one more time because every time you make an adjustment it affects the other settings. I shoot for .018 and a little over that is ok and is closer to what J-mech says. You'll see how it works once you get into it and begin adjusting the three segments.
