I just looked at an Original Cub Cadet that is in pretty rough shape, but complete minus the hood emblem. It runs okay, but seems to want to run away. I have a question. The rod that runs from the governor arm to the throttle linkage on the carb, is it supposed to be in the top hole or the bottom hole on the governor arm?

The position of the governor spring is relative to governor control, or sensitivity. It doesn't affect speed. If the governor won't regulate speed, either the high idle isn't set correctly, or the governor is not working. By not working, that would include, binding or "sticky" throttle shaft or linkage, along with governor internal parts.

OOOOH that is not the way it is suppose to be,
Looks like this.The throttle is connected this way and the rod from the gov goes to the carb.

hmm i wonder if that could be my problem on this subject. ive had a wheel horse with the 8hp kohler that was set up like that

Yeah, if your throttle cable is going directly to the carburetor on a 7 or 8 hp Kohler, then your governor isn't doing anything at all.
