Default Choke plate jam

Hello
Sorry I just posted this in the welcome forum, posting again in the engine forum. I have a 2166 that when I tighten the nuts on the fuel cup on the studs going through the carburetor on the air cleaner base it somehow causes the choke plate in the carb to jam, so it cant fully close. It stays about 2-4 mm it presses against the carb throat and sticks open just past the gasket and wont start. Its like it twists the carb. If I loosen up a bit on the nuts wham, she closes fine and Starts right up.
Its very puzzling, Ive tried pushing air cleaner base left, right up or down and tightening 1 nut at a time but when tight that darn choke wont close all the way. The studs are tight and all seems good. This is a brand new carb and I'm starting tot think this was the original problem I swapped the carb for! I'm hoping some one her has seen this and can offer a suggestion.
