Try adjusting the lift rod connected to the blower to limit the down travel when the hydro lever is pushed down. Be sure your front tires are inflated to support the weight of the blower as well.
The ballast bucket may be contributing to the front tires lifting. Wheel weights in the rear wheels only might help solve the problem.
