Exactly, do not use a hand drill.
With a drill press it's not too hard to center the bit to the hole, even by simply using a slightly smaller bit to locate center.
Also while you have the hole centered after drilling out to proper size you can use the chuck/spindle as a guide for your tap, turn by hand for a few threads then you can use the handle.

Here I would put it on the mill where centering is a piece of cake.
Heli-coils are ez to do as long as you take your time.
