If the brake was stuck..... how is it that the right wheel only would be stuck?

Because it wouldn't...... brake is on the hydro motor output shaft, before the differential. If the brake was stuck and you jacked it up, differential action would work, and the tires would rotate in the opposite direction. Both moving freely.

Problem is likely behind the wheel as Randy suggested. Likely a now seized bearing/bushing in the axle.
