Well, to wrap this one up, the guys selling the wheels/tires sold them out from under me (in other words, a typical Craigslist deal), and my question was poorly formed since I don't know if there's tubes or not.
If there's tubes, there's reference to some gadget or another that helps "vacuum" out the fluid that I can't find. If there's not, one just breaks the bead and let's er rip.
Oh, and everyone says having fluid is good!
