I hired it done, an epoxy system.
They first shot peen the floor, then spread the stuff w/a squeegee and roll with a paint roller and add the color flakes. In this case they were white, and black.
Next day, they vacuum up the loose flakes that are excess and spread the clear over what's left after cleaning up the loose flakes. This seals the flakes to the floor and covers everything leaving the sheen.
Not cheap
About $5/square foot.
