It makes perfect sense once you find out that out of the 75 billion yearly operating expenses, 52 billion go towards direct compensation and benefits, and only 6.6 billion towards transportation. There's also workers comp costs tied to those salaries. So, even though the price of driving the truck has gone down, the price of the person doing the driving has not, it would go up some due to pay raises and inflation. To put things in perspective, the average USPS clerk makes $25/hour.
