What I found out by installing bolts after paint is you almost have to use washers even where there weren't any, or you'll rip the paint. You can try to be extra careful, but it's still a long shot to not do some damage...
I ended up flattening out lock washers to put under the visible heads. If you go with the painted hardware, installation without washers still risks messing up the paint.
