Sounds to me like you didn't have good connection with the multimeter you were using. That or the meter is junk. I'd check voltage again using a different meter.
When you say it wontstart, will it not crank? Or cranks, but won't start?
When you said "it" overheated after getting the S/G rebuilt, did you mean the engine, or the starter?
