Because it wouldn't...... brake is on the hydro motor output shaft, before the differential. If the brake was stuck and you jacked it up, differential action would work, and the tires would rotate in the opposite direction. Both moving freely.
Problem is likely behind the wheel as Randy suggested. Likely a now seized bearing/bushing in the axle.

Your right Jon.. Do you think the shift fork could have jumped the gear and is not sliding the the gear set? Possibly jamming the gear? Not sure if technical term is shift fork in this case but thats what it looks like.
