I have always started with those numbers and then adjusted from there. Years ago someone on another forum pointed out that the manual settings are generally too rich, and I've found that's typically the case with the engines I have had.

However, the fact that you can turn the needles quite a ways in either direction with minimal effect suggests something may be blocked in the carb and it might instead be too lean instead of too rich. It should be pretty responsive to mixture changes.
