My method...
I have an eye bolt in the ceiling of garage, with a come-along attached. I mainly use it for removing engines, but it works for steering wheels too.
First, the PB Blaster, and lots of it over a couple days, tapping on the loosened nut as I apply it.
Then I wrap a chain around the base of the steering wheel, attach it to the come-along, and elevate the tractor so that most of the weight is pulling up on the wheel. Whack the loosed nut a few times, and sooner or later it pops loose. I've done three that were on there for 30-40 years this way with no damage to the wheel or threads.
