The fuel exiting the fuel pump is a pulsed stream as it runs off the engine vacuum. Sounds like you have either a bad fuel shut off solenoid valve or the connection is bad. When you turn on the ignition switch you should be able to feel the valve attached to the bottom of the float bowl click. If you feel no click and have 12v at the wire with the key on the valve is most likely faulty. Had to replace one on my 1641 that has a 16hp Vanguard.
