I have found that when you tighten the bushing nut, the speed disc becomes tight. When that happens, the throttle bracket becomes tight. My understanding is that the throttle bracket is a free floating wedge{forked around the cross shaft} between the two.{motor block and speed disc} When you tighten the cable clamp, you are pulling towards the cross shaft, thus moving the speed disc. Thats where your operating range is fielded. More importantly, is making sure your governor arm is set in accordance with the cross shaft. Then you take it from there.
