You keep mentioning that it has a washer? It should not have a washer on it, should be a brass nut and a single gasket, if you have a washer on it, there is no way it will seal, the washer is your problem! You may have to follow the advice about tapping on the inside of the bowl with a socket to push the bottom of the bowl away from the carb to get it to seal properly.

My advice, lose the washer, install bowl with one gasket, I bet it cures your problem! Good luck let us know how it works out.
