Default Why is an 86 numbered the way it is?

The thread about the CL machine that turned out to be an 86 got me thinking. Why is an 86 numbered 86? The way I'm thinking about it is that an 86 should be an 8 horse gear drive narrow frame. 88 would be more appropriate and line up with the rest of the WF numbering. 88 = 8 horse gear drive WF.
