The Kohler carb kits come with the hex on the seat, and most aftermarket ones have a screwdriver slot. They both work.
The 30 minutes assumes a warm (75 degrees at least, or so) and sunny day. If it's cold, it'll need to be a lot longer. If you do some precleaning it shouldn't have to be in there too long. I wouldn't want to leave it in for days. Axial play in the throttle shaft is ok...if you have more than slight radial play, it needs to have a bushing installed. If the float isn't covered in corrosion and doesn't have gas in it, it is probably fine.
