Default Hands in the air, charging problem

So, still needed the jumper box on my 1450 this morning. Battery had been on a tender all night.

But, it was wicked cold, so thick oil could be the problem there.

However, the ammeter slowly drifted to 0 as I continued to blow for an hour. Every now and then it would peak over to the + side, but for the most part, ran at 0 when the blower was running.

So far, I have done the following:

Cleaned all the grounds.
Installed the voltage regulator from my 782 (charged fine on there)
Swapped to the battery from my 782, both are older batteries.
Swapped the solonoid that was on a different 782, and wasn't bad.

What next?
