Before blaming the ACR, I'd try some easier things first.
1. Check/clean all of the ground cables, including the one from the tractor frame to the engine. Replace any cables that appear to be in poor condition.
2. Remove and clean the starter, paying particular attention to the condition of the brushes and commutator.
3. Are these tractors sitting outside or inside? If you are using 30W oil this time of year, they are going to be very stiff. 10W-30 needs to be used below 30 degrees. If they're outside, a magnetic heater on the trans would be a good idea. The trans is also very stiff when all of the Hytran is cold.
