Back in the 70's I remember rebuilding a starter that had a badly worn commutator and a lot of sticky black powder type crud inside it. It didn't have that many miles on it. The well-intentioned idiot owner (me) liked to lube things a lot, believing that more was better. Apparently, too much oil is a bad thing. It migrates between the brushes and the commutator, then the brush arcs turn the oil into carbon powder and that acts as an abrasive.
