The dual wheels will not provide extra traction. What dual wheels provide is Better flotation of the Machine In tilled ground, So the tractor is less likely to dig down and get stuck in tilled or muddy earth.
Other than a cool factor, There really isn't a need for Dual wheels on a Garden tractor Unless You have 6X12 rear wheels, which are Rather Narrow.
For extra traction You need weight. That's where wheel weight would be a better solution.
The standard 23X8.50-12 is more than wide enough to handle any Job one Might need to do in the Garden.
The dual wheels (especially the 23X) usually negate the Use of some mid-mount mowing decks. It can also be a Hindrance if using a snow thrower (36 or 42-inch) or 42-inch Blade as the rear end (with Dual 23X rear tires) is wider than the front snow removal equipment so You're knocking down the snow into the area. You just cleared.
I would consider Putting 23X10.50-12 on the rear if You already Have 23X8.50-12 on the Tractor instead of dual wheels
