What you have there is actually called an "anti-backfire solenoid".
It's purpose is to shut off fuel thru the carb and into the combustion chamber to prevent
backfire and dieseling when you turn off the ignition.
Many folks just snip the plunger off with dikes, replace, and go on their merry way.
