I have some I need to fix.
I would use a fiberglass repair kit.
Make wooden dowels to cover up the bolt holes, that can be removed after the fiberglass cures.
Turn it face up and lay the fiberglass over the whole thing.
It may take 2 or 3 applications .
Once done with that,
Coat it with Flex seal to make it look a little bit Prettier
