Lower. The upper pulley is the PTO belt.

I'm routing it just like the diagram, I've misrouted the belt before on a 50C and made it be too loose. I'm going from the left pulley up around the center on the right side, then around the left side of the tensioner and over to the right pulley. Just like the diagram Roland posted early on in this thread.
