Thanks for the responses folks I think I have it working, a little time will tell. It ended up being the choke cable needing to be readjusted after replacing the carburetor. I thought about that but since the choke plate moved fully and freely before tightening the nuts/carb I didn't think it was out of adjustment.
So I tightened up the two nuts, loosened the choke cable clamp and closed the choke fully and bam! it closed. Tightened the cable nut and it started!

I still will have to try it when it's super cold but it stated for me with a cold engine. It runs realty cold blooded and takes at least good 5+ mins to warm up. I have to give it a lot of choke for a while, also when I idle down to very low the engine dies, cold or warm so I'm wondering if the new carb needs some low idle adjustment. The cub dealer said they come all adjusted and ready to go. I guess that might be next weekend.
