They are not the same.
One is for the left side and one is for the right side.
If you have had both of them off, you may have re-installed them on the wrong sides?
there are also 2 hood bumpers (IH-544189-r1) that glue to the upper lip of the rear hood support to keep the hood clear of the fiberglass dash panel.

Nope, everything mounted correctly I believe. It's just that the rear side of the spring/lever is too long to drop past the PTO bracket on the left side or PTO actuator shaft on the right side to allow the front part to pivot/rotate enough to clear the hood cross brace. Long sentence, hope it's clear enough to what I'm trying to explain. If the PTO actuator handle shaft assy was not there, it would work perfectly. The spring catch would pivot/drop to vertical and when returning to the horizontal, the front part would catch the hood brace and hold it down tight.
