Try adjusting the linkage.
When the lever is pulled back it should compress the spring enough so you can turn the very front plate by hand.
The clutch soring itself may/could also be adjusted incorrectly.
There is a gage that is to be used when rebuilding these units so it is adjusted correctly using the 1/4" nuts and a jam nut on each of the 3 "special" screws that hold the ass'y together.
Unfortunately , these nuts on the screws can only be accessed by removing the clutch from the engine.
