Default 1864 axle slop

So right now both my Cubs are down for major repair, as the grass grows longer. My neighbor took pity on me yesterday and mowed my yard with his little JD mower :/

The 1864, as I determined in another thread, bent two valves and a pushrod. Yesterday I pulled the engine to start that process. In the process I remembered that there was a lot of play in the steering. While all was bare I moved the wheel a bit. There is some slack in several places, but the biggest was at the axle pivot point.
Looking at the parts diagram, it appears there is no bushing, it's just the axle and the bolt. Is that correct? If so what usually wears - the axle bore, the pivot bolt, or both?

Best way to fix this?
