With the solenoid NOT energized, there should be NO continuity on the large terminals. With the solenoid energized, there SHOULD be continuity between the large terminals. Bear in mind, this value may change "under a load".

There should be (about 1200 ohms) on the small terminal for the coil. This could be two small terminals or one small terminal to the solenoid housing (case).
