The 1211 came with a Kohler M12 471512 engine. Basically the same as the K Series except Magneto Ignition.
IIRC, there is a cam that the Fuel Pump Lever rides against to produce the pumping. I suppose it is possible the cam wore. I would think the lever being the softer of the two metals, the cam would win that battle. You can stick some metal rod in the Fuel Pump mounting hole, and see if the rod moves up/down as you rotate the engine by hand to verify.
You can always go to an Electric Fuel Pump also.
