I would check/clean the connections on the PTO switch first and see if that helps. If not, remove the ignition switch and test it in each position with your multimeter. If both of those things check out, it could be the solenoid. It won't start if all you did was short the two big terminals across the solenoid, as the only thing that does is energize the starter. It has nothing to do with the ignition.
