If it's only going 4" deep you either need to adjust the tip of the plow down a little more or the lift on the tractor isn't lowering far enough. What gear are you plowing in? You should be plowing in 2nd at full throttle so the tractor is going fast enough to turn the dirt over, if you go slower the dirt just falls back into the furrow.

Post a pic of the plow. It's possible it's just worn out and will never plow right.
