And yes, you’re right, it will work fine without it.
548-193-R1 is called out differently then 548-194-R1 in the CPE-2. I don’t know what the actual difference is between them, but they have different part numbers.
Shouldn’t be too hard to find one, but I’d imagine that’s one of the more often lost parts on most snowthrowers.

I really thought that I read the same part number twice in your original post. Did you fix it, or did I just read it wrong?
I don't consider a hood, grille or fenders unnecessary. They serve a purpose and change the look of the machine if missing. I also understand that a shield has a purpose. But, I also know where not to stick my fingers when around equipment. So, some things are just in the way. Also, it is just a small piece of bent metal. If you are handy at all with metal, one could be made pretty quick. It would take longer for the paint to dry than to make it. I have a CPE-2 parts book. I promise, if they have different part numbers, they are different.
When I stated that nothing appears to be missing, I was referring more to the fact the OP said it was missing some king of tensioner. I don't see anything missing pertinent to the operation of the machine. I have no idea what he thinks is missing. But the pics aren't very good of the blower either. Maybe something is missing and I just can't see it.
