The electric PTO is driven off the front of the engine and is used to engage/disengage implements such as mower decks or snow blowers. It has nothing at all to do with motion/movement of the tractor. You must re-visit the drive shaft issue and make sure that you do not have more than one sheared pin.

By the way how did you get a 7/16" bolt in a 1/4" hole?
