In order for the starter to throw the drive gear "out" towards the engine's flywheel, the battery voltage must be at, or nearly at, full charge. The electrical energy must be strong enough to allow the starter to spin at full speed from the very moment the key is turned. Your solenoid clicking can also be a symptom of a low or weak battery. Does the tractor start correctly with the battery fully charged?
