(A) The battery can be charged at a lower RPM, but it is at a slower rate.

(B) Meters can be re-calibrated but it usually requires sending them into the Manufacturer.

Since you have 14.0+ VDC at the battery, here are some things that would contribute to a poor charging performance:
* Incorrect V/R
* Improperly wired V/R
* Poorly grounded V/R
* Poor wiring (broken and/or high resistance)
* Poor chassis grounding from battery to engine
