You definitely need an insulator. The brushes in mine look like yours, and my 108 runs fine. Wouldn't hurt to replace those though. Were the brushes in the holders, or dangling free? When I bought my 108, the PO had been messing with the SG and one of the brushes was dangling free, so the tractor would not charge.
If that insulator bushing was missing, it either broke into pieces or the PO was messing with the generator.
