Epoxy primer is by far the best thing to spray over raw metal...usually they have a recoat time or you have to scuff, but most of us do that anyways...do any mud or filler OVER it also....one of the best things to come along in the paint and coating world in the last 30yrs....
My personal beleif is raw metal, epoxy primer, put some light scratch in it, mud work, block out reasonably close, recoat with epoxy primer, then switch h to a high build and really get her nice...spray, sand, spray, sand etc...then color and so on....
Now this is just a deck so steps can be skipped, but that's how I approach most bodywork
