Sounds more like a bad connection some place. You can check to see if the starter is OK just by jumping the starter from the terminal were the small blue wire connects to the solenoid on the starter to the terminal that the battery cable is connected. The rad lines on this pic. Make sure the deck is turned off and the parking brake is on, turn the key to the run position and jumper it with a screw driver or if you have one use a remote starter (preferred). Tractor should start.
